In addition to any other penalty provided by this chapter, any person, driver, owner, agent, or employer who violates any of the provisions of this chapter is guilty of a misdemeanor of the second degree and shall be fined not less than $500. Any license that has been issued under this chapter shall be revoked upon a conviction of a second offense under this chapter.
