§ 862.02 ISSUANCE; EXCEPTIONS.
   It shall be the duty of the Safety-Service Director to issue the license required by § 862.01 upon the application of any person therefor and upon the production by the applicant of evidence of a good moral character and evidence that such activity is not in any manner, in the opinion of the Safety-Service Director, prejudicial to the public welfare, and upon the payment of the license fee fixed in § 862.05 or upon the order or resolution of Council, and not otherwise. However, no such license shall be issued or required for the operation of any such activity when the same is of and for the use of any organization, club or association exclusively and not available to any other member of the public.
