(A) It is hereby found to be necessary, in certain instances, to expend funds for city employees for advanced or additional educational activities pertaining to the employees' functions and positions. Therefore, the appointing authority shall plan and provide for additional educational activities, where necessary, pertaining to employees' functions and positions in the city.
(B) Where any such additional educational activity is accompanied by expense to an employee, the appointing authority shall determine whether or not the activity is within the needs of the employee in his or her job performance. When such a determination is made in the affirmative, the expense of such activity shall be paid out of the General Fund on behalf of the employee.
