(A) The Mayor or the Safety-Service Director may appoint a maximum of five persons as special firefighters, to be subject to supervision by the Fire Chief. Members of the Life Squad who are not firefighters can be appointed special firefighters by the Fire Chief.
(B) Special firefighters shall be principally assigned by the Fire Chief to Life Squad duty. They shall provide the services of the Life Squad under the rules and regulations promulgated by the Fire Chief and the Safety-Service Director for such services.
(C) All Emergency Medical Services operations shall be the responsibility of the Fire Department through the Fire Chief.
