The city is hereby subdivided into four wards, which are equal in number to the members of Council who are hereafter to be elected from wards according to law. Such four wards are hereby created and established in the city, and the boundaries thereof shall be such as set forth in § 206.02, which boundaries are fixed so that each ward contains, as nearly as is practical, an equal number of inhabitants.
