(a) No person shall own, keep, or harbor a dog wearing a fictitious, altered, or invalid registration tag or a registration tag not issued by the County Auditor in connection with the registration of that animal.

(b) Whoever violates this section is guilty of a minor misdemeanor.

(a) Whenever any person is bitten by a dog or other animal, a report of such bite shall be made to the Health Commissioner within twenty-four hours. The dog or other animal inflicting a bite shall immediately be examined by a qualified veterinarian and results of such examination shall be reported to the Health Board within twenty-four hours. At the direction of the Health Commissioner, the dog or other animal shall either be confined by its owner or harborer to his or her premises away from the public at large, or be placed under supervision of a veterinarian at the owner's or harborer's expense. The isolation or observation period shall not be less than ten days from the date the person was bitten, at which time a report of the condition of the animal shall be made to the Health Commissioner. No person shall fail to comply with the requirements of this section or with any order of the Health Commissioner made pursuant thereto, nor fail to immediately report to the Health Commissioner any symptom or behavior suggestive of rabies.
(b) Whoever violates this section is guilty of a minor misdemeanor and shall be subject to the penalty provided in Section 698.02.

(a) The hunting of animals or fowl within the Municipality is prohibited. No person shall hunt, kill or attempt to kill any animal or fowl by the use of firearms or any other means.
(b) Whoever violates this section is guilty of a minor misdemeanor and shall be subject to the penalty provided in Section 698.02.

(a) No person shall keep or harbor any animal or fowl in the Municipality so as to create noxious or offensive odors or unsanitary conditions which are a menace to the health, comfort or safety of the public.
(b) Whoever violates this section is guilty of a minor misdemeanor and shall be subject to the penalty provided in Section 698.02.

(a) The position of Animal Control Officer is hereby established. The Animal Control Officer shall be appointed by and serve at the pleasure of the Mayor. The Animal Control Officer may be a part-time employee only and may be employed also in any other department of the City.
(b) It is the duty of the Animal Control Officer to apprehend any pet, licensed or unlicensed, found running at large, contrary to the provisions of Section 618.01, and to take such pet into his or her custody.
(c) If a dog found running at large is unlicensed, the Animal Control Officer shall deliver such dog to the custody of the County Dog Warden.
(d) If the owner of a licensed dog found running at large resides within the City, the Animal Control Officer shall, without delay, deliver such dog into the custody of the owner or a responsible member of his or her family at the owner's residence. If the owner is a nonresident of the City or of the County, or is not known, not at home or otherwise unavailable, or if it is impracticable for any other reason to deliver such pet to the owner's home, then the Animal Control Officer shall deliver such animal to the Animal Protective League at its pound. When an animal is thus impounded, the Animal Control Officer shall, within forty-eight hours, serve notice upon the owner, by personal, residential or certified mail service, of the impounding of the animal and that the animal may be reclaimed within three days of the service of notice upon the payment of an impounding fee of three dollars ($3.00) and the cost of maintenance of the animal at the pound at the then current rate established by the Animal Protective League. If such animal is not claimed by the owner within the time provided, the animal shall be released to the Animal Protective League for disposition by that agency in the manner provided by law. The impounding fees thus collected shall be paid into the office of the City Finance Director.
(e) It is the duty of the Animal Control Officer, in every case where the owner of the pet is known or can be ascertained, to file an affidavit in the Portage County Municipal Court charging such owner with a violation of Section 618.01.

(a) The owner or keeper of any member of a species of the animal kingdom that escapes from the owner's or keeper's custody or control and that is not indigenous to this State or presents a risk of serious physical harm to persons or property, or both, shall, within one hour after the owner or keeper discovers or reasonably should have discovered the escape, report it to:
(1) A law enforcement officer of the Municipality and the County Sheriff; and
(2) The Clerk of Council.
(b) If the office of the Clerk of Council is closed to the public at the time a report is required by division (a) of this section, it is sufficient compliance with division (a)(2) of this section if the owner or keeper makes the report within one hour after the office is next open to the public.
(c) Whoever violates this section is guilty of a misdemeanor of the first degree.

(a) Except for dogs, cats, household birds and any other commonly accepted pets, no person shall keep or harbor within the City any other animals unless they are kept or harbored at least 400 feet from the nearest inhabited dwelling.
