§ 53.04 INSTALLATION PROCEDURE.
   Upon approval of the consumer’s application provided and filed with the City Clerk and upon the payment of a deposit of $75, if accompanied by a letter of credit reference from the consumer’s prior utility supplier, or a deposit of $150, if no letter of credit is furnished, which deposit shall be received from all residential customers as a guarantee of payment of all electric service charges to the City Clerk, the city shall connect said consumer at consumer’s expense to the city electric power line, providing an electric meter and do so under the rules and regulations as established by the Electric Commissioner. Commercial consumers shall pay a meter deposit based on an average monthly billing of similar business with a like electrical demand, but in no event less than $75 if accompanied with a letter of credit reference from the consumer’s prior utility supplier and, without said letter, a deposit of $150.

§ 53.05 REPAIRS.
   Repairs to the electric line up to the electric meter established at an entry point on consumer’s structure and to the electric meter shall be made by the city at consumer’s expense. All meters shall be tested at the customer’s request upon payment of a $10 deposit, which shall be returned if the meter is malfunctioning. The city reserves the right to test any electric meter at any time and, if said meter is found to be beyond repair. The city shall always have the right to place a new meter on the customer’s structure at customer’s expense. Should a consumer’s meter fail to register properly, the customer shall be charged for electricity during the time the meter is out of repair on the basis of the quarterly consumption during the same quarter of the preceding year; provided, that if no such basis for comparison exists, the customer shall be charged such amount as may be reasonably fixed by the governing body.

§ 53.06 FEES AND COLLECTIONS.
   The governing body has the power and authority to fix the rates to be paid by the electric consumers for the use of electricity from the Electric Department. All such fees shall be on file for public inspection at the office of the City Clerk. The City Clerk shall bill the consumers and collect all money received by the city on the account of the Electric Department. He or she shall faithfully account for and pay to the City Treasurer all revenue collected by him or her, taking his or her receipt therefor in duplicate, filing one in the Electric Department’s records, and keeping the other in his or her own official records.

§ 53.08 SINGLE PREMISES.
   No consumer shall supply electricity to other families or allow them to take electricity from his or her premises. It shall further be unlawful for any person to tamper with any electric meter or by means of any contrivance or device to divert the electricity from the service line so that the electricity will not pass through the meter or while passing through said meter to cause the meter to register inaccurately.
