§ 32.31 ORDINANCES.
   Every proposed ordinance shall be presented in writing (and shall be read by its title only unless otherwise required by motion of the Council). Except upon motion approved by a majority of a quorum of the Council, the ordinance shall be read at three separate meetings before a vote is taken on its final passage. In the event the Council waives the requirement that the ordinance be presented at three separate meetings, a vote may be taken upon the ordinance without further reading of the same by the Clerk.
