Sec 122-569 Procedures
   A.   The City Planning Commission and City Council shall review all proposals for development within a designated S-1, special development conditions district, utilizing the use permitted on review procedures established in Article 1 of these zoning regulations.
   B.   Prior to submitting its recommendation to the City Council, the City Planning Commission shall review the proposal using the following criteria:
      1.   Consistency with the City's comprehensive plan; and
      2.   Compliance with the applicable provisions and standards included in Section 122-570.
   C.   If rezoning of the land is necessary, the City Planning Commission chairman shall inform the applicant of the need to initiate the rezoning process.
