105.01  QUALIFICATIONS OF VOTERS.
   Any citizen having the qualifications required by the laws of the State to vote, who has been a resident of the City for at least six months next preceding the election at which he desires to vote, and who possesses all other qualifications prescribed by West Virginia Code Chapter 3, for voting in municipal elections shall be entitled to vote at Municipal elections held in the City for the election of councilmen and on questions authorized by law to be determined by popular vote. 105.02  PERMANENT REGISTRATION OF VOTERS.
   For the conduct of all municipal elections, the system of "permanent registration of voters" prescribed by West Virginia Code 8-5-13 is adopted, and the registration records established thereby shall be used in all Municipal elections. (1975 Code Sec. 6-2)
