Any citizen having the qualifications required by the laws of the State to vote, who has been a resident of the City for at least six months next preceding the election at which he desires to vote, and who possesses all other qualifications prescribed by West Virginia Code Chapter 3, for voting in municipal elections shall be entitled to vote at Municipal elections held in the City for the election of councilmen and on questions authorized by law to be determined by popular vote. (a) At least three days prior to each regular and special City election the City Clerk shall procure from the office of the Clerk of the County Commission the Municipal registration records necessary for the conduct of the election. Such records shall, within ten days after the date of the election, be returned to the Clerk of the County Commission by the City Clerk.
(b) In compliance with Section 67 of the City Charter, as adopted by the voters of the City at the election held on June 3, 1953, and for voting purposes in City elections thereafter, the City is divided into four wards, numbered 1, 2, 3 and 4. The geographical areas of the wards are made, established and described on the official election ward map of the City which shall be on file at the City Municipal Building.
