6-9-6: TRUCK ROUTES ESTABLISHED; TRUCK REGULATIONS:
   A.   Truck Routes; Establishment And Use:
      1.   The city council may prescribe routes through the city for the use of trucks in general, trucks of particular kinds or other vehicles which are not ordinary private passenger vehicles, passing through the city.
      2.   Appropriate and adequate signs shall be placed along such routes so that drivers of such vehicles may follow the routes. When such signs are so erected and in place, the driver of a truck or other vehicle for which a route has been prescribed, as provided above, while passing through the city, shall keep on such route and shall not deviate therefrom, except in case of emergency. Drivers of such vehicles shall follow such routes so far as practicable also when driving within the city and not merely through the city. (1990 Code § 15-534)
   B.   Truck Parking: It is unlawful for any person to park a truck of over one ton capacity, or a trailer over twenty feet (20') in length, for more than three (3) consecutive hours on any street or alley in the city.
   C.   Transporting Hazardous Materials: It is unlawful to park, store or otherwise let stand a truck or other vehicle which is used for the purpose of transporting or delivering flammable and combustible liquids as defined by the Fire Prevention Code and trucks or other vehicles which are used for the transportation and delivery of liquefied petroleum gases in any area within the City. However, the trucks and vehicles restricted in this subsection may be temporarily parked at locations otherwise zoned for the purpose of loading and unloading flammable and combustible liquids and liquefied petroleum gases for a period not to exceed one and one-half (11/2) hours during any twenty four (24) hour period.    D.   Securing Or Covering Loads On Vehicles:
      1.   No vehicle shall be driven or moved on any highway unless the vehicle is so constructed or loaded as to prevent any of its load from dropping, shifting, leaking, blowing or otherwise escaping therefrom, except that sand may be dropped for the purpose of securing traction, or water or other substances may be sprinkled on a roadway in cleaning or maintaining the roadway.
      2.   No person shall operate on any highway any vehicle with any load unless the load and any covering thereon is securely fastened so as to prevent the covering or load from becoming loose, detached or in any manner a hazard to other users of the highway. Any vehicle loaded with sand, cinders, or other loose material susceptible to blowing or escaping by reason of wind shall have the load covered or dampened so as to prevent the blowing or escaping of the load from the vehicle.    E.   Truck Traffic:
      1.   "Large truck" is defined as including a "semi-tractor truck with trailer" and is also defined as including a "ten (10) wheel dump truck".
      2.   A "large truck" (as defined above) is prohibited from proceeding onto Pleasant Valley Road between the westerly right- of-way of Broadway Avenue where it joins Pleasant Valley Road to the easterly right-of-way of the Cavanal Scenic Expressway (commonly known as the "Poteau Bypass") where it joins Pleasant Valley Road. In other words, large truck traffic is prohibited on the portion of Pleasant Valley Road that lies between Broadway Avenue and the Cavanal Scenic Expressway (commonly known as the "Poteau Bypass").
      3.   Any person who knowingly violates this subsection E is guilty of a misdemeanor and upon conviction thereof, shall be punished by a fine not to exceed two hundred fifty dollars ($250.00). (Ord. 769, 5-6-2019)
