The owner shall keep his dog under control at all times and shall not permit the dog to be at large or off the property or premises of the owner, unless under the control of a competent person. The provisions herein contained shall apply within and upon all properties within the corporate limits of the city, except those properties located in a duly established A agriculture zoned district.
