5-7-3: RABIES CONTROL:
   A.   Quarantine Requirement; Reclamation; Fees:
      1.   The owner or keeper of any animal which has bitten a human, or which is suspected of having been exposed to rabies, shall, upon demand made by the animal control officer, forthwith surrender such animal for supervised quarantine for a period of not less than fourteen (14) days. Such quarantine for a period of not less than fourteen (14) days shall be at the owner's expense in a veterinary hospital of his choice.
      2.   At such time as the animal is adjudged free of rabies by a duly licensed veterinarian, the owner may reclaim the animal upon payment of the quarantine fees, and in the event that the animal is a dog or cat, upon further compliance with the licensing provisions set forth herein.
      3.   Failure to comply with provisions herein or failure to so surrender any animal within forty eight (48) hours after demand has been made by the animal control officer shall be deemed a misdemeanor for purposes of this section and punishable as separate offense.
   B.   Death Of Rabid Animal; Disposition: When an animal has been diagnosed as being rabid or suspected by a licensed veterinarian as being rabid dies while under quarantine, the animal control officer shall immediately have the animal decapitated by a licensed veterinarian and send the head of the animal to the bureau of laboratories of the Oklahoma state department of health or other recognized diagnostic laboratory for rabies examination, and shall notify the "city health officer", as defined in section 5-7B-1 of this title, and the mayor of such action.
   C.   Proclamation Of Quarantine: When an examination report gives a positive diagnosis of rabies, the city health officer may recommend to the mayor citywide quarantine for a period of thirty (30) days; and upon the invoking of such quarantine by the mayor, no dog or cat shall be taken into the streets during such period of quarantine. In the event there are additional positive cases of rabies occurring during the period of the quarantine, such period of quarantine may be extended for an additional period.
   D.   Destruction Of Animals Bitten By Rabid Animal: During such period of rabies quarantine as herein mentioned, every dog or cat bitten by a dog or cat which has been adjudged rabid, shall be forthwith destroyed.
   E.   Permission To Kill Or Remove From City: No person shall kill, or cause to be killed, any rabid dog or cat, any dog or cat suspected of having been exposed to rabies, or any dog or cat biting a human, except as herein provided; nor remove the same from the city limits without written permission from the animal control officer.
   F.   Surrender Of Carcass: The carcass of any dead dog or cat exposed to rabies shall, upon demand, be surrendered to the animal control officer.
   G.   Disposition Directed By Animal Control Officer: The animal control officer shall direct the disposition of any dog or cat found to be infected with rabies. (1990 Code § 4-130)
