Any officer or employee of the city who discovers an accumulation of trash or the growth of grass and weeds, or both these conditions, upon any premises within the limits of the city, shall report the condition to the mayor, city clerk and/or municipal court clerk, if, as a result of the accumulation or growth, the premises appear to be: (1990 Code § 8-103; amd. A. Detrimental to the health, benefit and welfare of the public and the community;
B. A hazard to traffic;
C. A fire hazard to property; or
D. Any two (2) or more of these conditions. (1990 Code § 8-103)
