No person within the city shall drink intoxicating liquor or alcoholic beverage in any public place, nor shall any person be intoxicated in a public place within the city, nor shall any owner, operator or manager of any business or public place to which the public is generally invited allow an intoxicated person to remain in or upon the premises.
