17-11.12: PARKING SPACES FOR DISABLED PERSONS:
No person shall stop, stand or park any vehicle in a stall or space which has been designated to be used exclusively by disabled persons who display on their vehicle a distinguishing license plate or a placard issued pursuant to California Vehicle Code section 22511.5 or to be used by a disabled veteran as specified in Vehicle Code section 22511.9. The designation for such stalls or spaces shall be made by posting immediately adjacent to, and visible from, each stall or space a sign consisting of a profile view of a wheelchair with occupant in white on a blue background, or by outlining the stall or space in blue markings and outlining on the ground, in the stall or space, a similar profile view depicting a wheelchair with occupant.
The owner or person in lawful possession of an off street parking facility, after notifying the police or department, may cause the removal, from a stall or space designated for physically disabled persons, in the parking facility to the nearest public garage, of any vehicle not displaying one of the distinguishing placards or license plates specified in this section, if there is posted immediately adjacent to, and visible from, the stall or space, or if there is posted in a conspicuous place at the entrance to the off street parking facility, not less than seventeen by twenty two inches (17 x 22") in size with letters not less than one inch (1") in height, a sign which clearly and conspicuously states the following:
Unauthorized vehicles not displaying distinguishing placards or license plates issued for physically disabled persons will be towed away at owner's expense. Towed vehicles may be reclaimed by telephoning the Porterville Police Department, (209) 782-7426.
