When authorized signs, parking meters or curb markings have been determined by the city traffic engineer to be necessary and are in place giving notice thereof, no operator of any vehicle shall stop, stand or park such vehicle between the hours eight o'clock (8:00) A.M. and six o'clock (6:00) P.M. of any day, except Saturday, Sunday and legal holidays, for a period of time longer than two (2) hours.
