All persons confined in the city jail under a fine or judgment of imprisonment rendered in a criminal action or proceeding may be required to perform labor on the public works or ways in the city, or public works or ways owned by or operated by the city and under such rules and regulations as may be promulgated by the chief of police and the city manager.
