There is hereby established a utilities deposit for all city utilities from every new consumer in the sum of $150 for water and $150 for gas. In the event of a delinquency in any utility service, the City Clerk may apply the deposit toward any delinquent services. Providing the utilities customer has no delinquencies for a period of one year from the date of payment of the deposit, said deposit shall be returned to the customer.
