(A) It shall be unlawful to remove or cut down any tree or shrub or portion thereof in any street, parkway or other public place without having first secured a permit therefor.
(B) Applications for such permits shall be made in writing to the City Clerk. Such applications shall be approved by the Building and Grounds Committee unless such tree or shrub or portion thereof constitutes an immediate danger to the health and safety of the public, in which case approval to remove such tree or shrub, after written application, shall be approved by the Superintendent of Streets and Alleys.
