§ 51.046 FAILURE TO SECURE PERMIT.
   Any person who makes any excavation, or does any other work without first securing the permit required by §§ 51.042 to 51.047, inclusive, of this chapter, shall in addition to any other penalty imposed by §§ 51.042 to 51.047, inclusive, of this chapter, pay to the Clerk within 24 hours of receipt of demand therefor, the sum of $100 for the purpose of paying the fees of the building inspector. The inspector shall thereupon make an inspection as in other cases. Failure to pay the sum on demand as provided shall constitute a separate violation.
