(a) The statement of purpose and the permitted and conditional uses for each district are set forth in the following Sections 1317.02 to 1317.12. The interpretation of uses given in categorical terms shall be as defined in Article 1309. Uses not specifically listed or interpreted to be included categorically under this article and Article 1313 shall not be permitted except by amendment to this Zoning Ordinance.
(b) Accessory uses and essential services as defined in Article 1309 are permitted uses in all districts.
