1193.08 PARKING IN RESIDENTIAL DISTRICTS AND OTHER DISTRICTS.
   (a)    Limitation of Parking in Residential Zoning Districts. The provision of parking space, either open or enclosed for the parking or storage of motor vehicles and recreational vehicles in a residential zoning district shall be governed the following:
      (1)   All motor vehicles at the premises, whether private, passenger, commercial or other, shall be parked on driveways or paved areas or concealed from public view in private garages, carports, etc. No vehicle shall be parked in the required front yard.
      (2)   All motor vehicles in public view on the premises shall be in operating condition and in compliance with all motor vehicle safety, equipment, registration and licensing laws, including displaying proper tags and validation stickers.
      (3)   Motor homes, trailers, and boats and non-private passenger vehicles that are parked on a driveway must be parked a minimum of twenty (20) feet from the edge of the public right of way.
      (4)   Automotive repair, storage, and restoration is prohibited in all residential zoning districts, except for work on a personal vehicle of the resident, and enclosed within a garage.
      (5)   Within any residential district no boats or recreational vehicles may be parked in a driveway of a residence for more than three (3) consecutive days.
 
   (b)   No property owner(s), user(s), contractors, business commercial, industrial or residential owners shall permit commercial vehicles or non-private passenger vehicles to be parked upon such property that is located in a residential neighborhood except in connection with repair or construction work being undertaken on the premises in the property and only during such periods of repair or construction.
      (1)   Exception. Light commercial vehicles that have a gross vehicle weight of one (1) ton or less and are used daily by the owner shall be permitted to be parked in the driveway or garage of the premises.
 
   (c)   Camping Trailers or Other Trailers. Camping trailers or other trailers, including boat, cargo, horse or other similar trailers may be parked or stored for a period not to exceed two (2) consecutive weeks, except that such trailer is enclosed by structure, fence or otherwise protected so that the vehicle cannot be entered upon or seen from an adjacent lot or street.
 
   (d)   Within any non-residential district, motor vehicles, recreational vehicles, equipment and trailers parked for the purpose of sales, rentals, storage or repairs may be located (subject to the development standards set forth in Sections 1161.04, 1163.04, 1165.04, 1169.04, 1171.04, and 1175.04) within fifteen (15) feet of any lot line in a Residential District provided such vehicles, equipment, and/or trailers are screened from normal view and the maintenance of the screening is approved by the Zoning Inspector. Such screening shall include a masonry wall or fence that is at least six (6) feet. The masonry wall or fence shall have an opaqueness of 85% or more. No chain linked fencing is permissible for screening.
