§ 74.09 RIGHT-OF-WAY ON SIDEWALKS.
   (A)   The driver of a vehicle shall yield the right- of-way to any pedestrians on a sidewalk.

   (B)   It shall be unlawful for a pedestrian to stand upon any sidewalk, except as near as reasonably possible to the building line or curbline, if such standing interferes with the use of the sidewalk by other pedestrians.
