10.10.020 Time of operation of parking meters.
   The provisions of this chapter relating to the operation of parking meters shall be effective on the days and between the hours as established by resolution of the city council and as designated by sign or legend upon each parking meter. (Ord. 07-03 § 1 (part), 2007)
10.10.030 Operational procedure to be followed.
   A.   Immediately after occupancy of a parking meter space, the operator of a vehicle shall deposit a United States coin or currency, or other accepted form of payment, in accordance with the instruction posted on the face of the parking meter to activate the parking meter and indicate the parking time limit achieved by the payment deposited therein. The operator of a vehicle who fails to comply with this subsection shall be deemed to have committed a parking violation and shall be subject to a fine.
   B. 1.   Immediately after occupancy of a pay-and-display station space, the operator of a vehicle shall, if necessary, locate a pay-and- display station for the zone in which the space is located and deposit a United States coin or currency, or other accepted form of payment in accordance with the instruction posted on the face of the pay-and-display station.
   2.   Upon obtaining the printed dispensing machine ticket from the pay-and- display station, the operator of the vehicle shall return immediately to his vehicle and place the dispensing machine ticket face up on the vehicle's dashboard in such a manner that the expiration time and date are readily visible from the exterior. The operator of a vehicle on which the pay-and-display dispensing machine ticket is not properly displayed as provided in this subsection shall be deemed to have committed a parking violation and shall be subject to a fine.
   3.   It is unlawful for the operator of any vehicle to permit said vehicle to remain parked in any parking space during any time that pay-and-display station ticket indicates that such space is illegally in use, such as where the time has expired, or when the ticket is for a zone other than the zone in which the space is located.

10.10.040 Unlawful to park after parking time has expired.
   A.   No operator of any vehicle shall permit said vehicle to remain parked in any parking space during any time that the meter is showing a signal indicating that such space is illegally in use other than such time immediately after the original occupancy as is necessary to operate the meter to show legal parking.
   B.   A motor vehicle on which is properly displayed a valid pay-and-display dispensing machine ticket as provided for herein shall be permitted to stand or be parked in a pay-and-display parking space for which the dispensing machine ticket has been issued for the period of time indicated on the dispensing machine ticket without being subject to parking penalties. However, the operator of any motor vehicle on which there is not displayed a valid dispensing machine ticket as provided herein shall be deemed to have committed a parking violation and shall be subject to a fine.
   C.   The parking or standing of any vehicle in a parking space, at which space the parking meter or pay-and-display station dispensing machine ticket indicates illegal parking, shall constitute a prima facie presumption that the vehicle has been parked or allowed to stand in such space for a period longer than permitted by this chapter. 10.10.050 Leaving vehicle parked after receipt of parking meter violation citation.
   No operator of any vehicle shall permit said vehicle to remain parked in a metered parking space after receipt of a violation citation for exceeding the parking time limit. Violation of this section will occur only after the passage of one hour following a preceding violation citation. Each one-hour period of illegal parking after the first penalty has been invoked under this section shall constitute a separate offense. (Ord. 07-03 § 1 (part), 2007)
10.10.060 Unlawful to extend time beyond limit.
   No person shall follow the operational procedure established in Section 10.10.030 for the purpose of increasing or extending the parking time of any vehicle beyond the maximum legal parking time established for the particular parking space. Each successive maximum period of time, or portion thereof, during which the maximum legal parking time has been extended in excess of the initial period, shall constitute a separate offense. 10.10.070 Parking meters and parking standards not to be used for certain purposes.
   No person shall attach anything to or allow a bicycle, newsrack or any other article or thing to lean against a parking meter or a parking meter support device. (Ord. 07-03 § 1 (part), 2007)
10.10.080 Improper use of parking meter.
   No person shall deposit or cause to be deposited in any parking meter any defaced or bent coin, foreign coin or currency, or any slug, device or other counterfeit substitute for genuine coin or currency of the United States or other authorized payment method, or deface, injure, tamper with, open or willfully break, destroy or impair the usefulness of any parking meter. Any person violating this section shall be deemed guilty of a misdemeanor. (Ord. 07-03 § 1 (part), 2007)
10.10.090 Interference with enforcement unlawful.
   No person shall interfere with, or obstruct in any way, any police officer, traffic enforcement officer, or other officer or employee of this city in their enforcement of the provisions of this chapter. The removal, obliteration, erasure or concealment of any chalk mark or other distinguishing mark used by any police officer, traffic enforcement officer, or other officer or employee of this city in the performance of their duties to enforce the parking regulations of this chapter, if done for the purpose of evading the provisions of this chapter, shall constitute unlawful interference or obstruction of enforcement. Any person violating this section shall be deemed guilty of a misdemeanor. (Ord. 07-03 § 1 (part), 2007)
