2.36.010 CREATION – MEMBERSHIP.
   A.   There is created a community services commission ("commission") whose members shall meet the following requirements:
      1.   Residence in the city of Pinole;
      2.   Interest in and commitment to the importance and value of community services as well as parks and recreation, including prior experience in community projects or activities; and
      3.   Ability to take an active role in commission meetings and projects.
   B.   Commission members shall be appointed as follows: Seven (7) regular members to be appointed by the city council after first being nominated by the mayor.
   C.   Regular members of the commission shall serve for a period of two (2) years. The first members to be appointed shall, at the commission's first meeting, classify members by lot that four (4) shall serve for two (2) years, and three (3) shall serve for three (3) years. Terms of office shall expire on the first day of July of each year.
   D.   To aid the city council in selecting members for appointment, the commission may recommend qualified and interested persons eligible for appointment and reappointment for each vacancy to be filled.
   E.   A vacancy shall be deemed to exist whenever a member dies, his or her term expires, he or she resigns, or he or she is removed by the city council. A vacancy shall be filled for the unexpired term in the manner provided for original appointment.
   F.   The city council, by a majority vote, may remove a commission member when that member is absent from three (3) regular commission meetings within a period of one (1) year except when excused by permission of the commission. (Ord. 2008-01 § 2(part), 2008)
