Any person required to perform monitoring, analysis, reporting or correcting activities by any Authorized Enforcement Officer may be informed of such decision, in writing, by a notice of violation. Any person aggrieved by the decision of the Authorized Enforcement Officer may appeal in writing the decision of the City Engineer within ten days following the effective date of the notice of violation. Upon receipt of such request, the City Engineer shall request a report and recommendation from the Authorized Enforcement Officer and shall set the matter for hearing at the earliest practical date. At said hearing, the City Engineer may hear additional evidence, and may reject, affirm or modify the authorized enforcement officer's decision. The decisions of the City Engineer shall be final.
