§ 70.25 DEVICE TO BE LEGIBLE AND IN PROPER POSITION.
   No provision of this traffic code for which signs or any other traffic-control device is required shall be enforceable against an alleged violator if at the time and place of the alleged violation the required device was not in proper position and sufficiently legible to be seen by an ordinarily observant person.

§ 70.26 TEMPORARY DISREGARD OF DEVICES BY POLICE OFFICERS.
   In an emergency, any police officer may at his or her discretion disregard traffic-control lights or signals or established regulations in order to facilitate the movement of traffic.

ADMINISTRATION AND ENFORCEMENT
§ 70.40 ENFORCEMENT.
   It shall be the primary duty of the patrol person to enforce the provisions of this title. It shall also be the duty of all other police officers to enforce the provisions of this title, particularly §§ 70.23, 72.004, 72.014(D), 72.015(E) and Chapter 74.

§ 70.41 DISPOSITION OF DEPOSITS, FUNDS, AND FEES.
   (A)   The parking charges and the fines herein imposed are hereby levied and imposed to provide for the proper regulation and control of traffic upon the public street and to defray the cost of supervising and regulating the parking of vehicles and the flow of traffic upon the public streets, including the cost of the purchase, supervision, protection, installation, inspection, maintenance, control and use of traffic regulating devices and signs and such other use as the City Council may determine from time to time.
   (B)   All fines imposed and collected for violations of this title shall be paid into the General Municipal Fund of the city’s treasury.

§ 70.99 PENALTY.
   Any person who violates any provision of this traffic code where no other penalty is specifically provided shall be guilty of a misdemeanor and shall be fined not less than $20 nor more than $500.
