ORDER FOR INCORPORATION
VILLAGE OF PINEHURST
Whereas two petitions have been received pursuant to Article 1A of Chapter 160A of the General Statutes of North Carolina for incorporation of the proposed Village of Pinehurst and said petitions being found to be in order, a hearing was scheduled and held in the Village of Pinehurst on Monday, March 24, 1980 upon proper notice to the Board of County Commissioners of Moore County and to the governing boards of all other cities and towns in the county which are located within three miles of the area to be incorporated. Whereas the Municipal Board of Control has considered whether incorporation is necessary or expedient and in the public interest, and has considered the appraised value of property subject to taxation in the area, the county's assessment ratio, and the ability of the proposed Village to provide municipal services to its citizens and the probable effect of the incorporation on existing cities and towns and the extent to which the area is already developed for urban purposes and other matters coming to its attention. Now, therefore, the Board of Municipal Control upon the information and evidence it received at the public hearing and by other proper means makes the following findings.
1. An incorporation of the area is necessary and expedient and in the public interest.
2. That the area has a permanent resident population of at least 500 people.
3. That the appraised value of property subject to taxation by the Village will be sufficient to enable it to provide appropriate municipal services to its citizens.
4. That no portion of the area lies within one mile of the corporate limits of any other city having a population of 5,000 or more according to the most recent decennial census of population taken by order of Congress, or within three miles of the corporate limits of any other city having a population of 10,000 or more according to the most recent decennial census of population taken by order of Congress, or within four miles of the corporate limits of any other city having a population of 25,000 or more according to the most recent decennial census of population taken by order of Congress, or within five miles of the corporate limits of any other city having a population of 50,000 or more according to the most recent decennial census of population taken by order of Congress.
5. That at least sixty percent (60%) of the area within the proposed Village is already developed for residential, commercial, industrial, institutional, or governmental uses, and that the remaining area is not separated from the developed area by natural barriers to urban growth.
Based upon these findings, the Board hereby orders the incorporation of the Village of Pinehurst effective on July 1, 1980. The first municipal election shall be held by August 1, 1980 and shall be conducted by the Moore County Board of Elections. From July 1, 1980 until the new Council is installed, after the first municipal election, G. Bevins Cameron, Harry Lash and Robert L. Luhrs shall serve as the interim governing body as provided for in G.S. § 160A-9.4(4).
The members of the Village Council selected in the first election shall serve until the next regular election which shall be held on Tuesday after the first Monday in November in 1981, as per G.S. § 163-279(1).

The North Carolina Municipal Board of Control, having approved an Order of Incorporation for the Village of Pinehurst on May 8, 1980, hereby prepares and issues a Charter for the Village of Pinehurst, pursuant to G.S. 160A-9.4, as follows:
CHARTER OF THE VILLAGE OF PINEHURST
That the inhabitants of the Village of Pinehurst shall be, and continue to be, a body politic and corporate, and henceforth the corporation shall bear the name and style of the "Village of Pinehurst", and under such name and style is hereby vested with all the property and property rights which may belong to a municipal corporation in North Carolina in conformity with the provision of this Charter and the general law of North Carolina.
The corporate limits of the Village of Pinehurst shall be as follows:
