SECTION III. COMPOSITION AND MODE OF ELECTION OF VILLAGE COUNCIL.
   The Village Council shall consist of four (4) Councilmembers and one (1) Mayor. All Councilmembers and the Mayor shall serve terms of four (4) years. Nonpartisan, plurality municipal elections shall be held by the County Board of Elections pursuant to Articles 23 and 24 of Chapter 163 of the General Statutes of North Carolina and shall be conducted as provided in G.S. 163-292.
   At the regular municipal election to be held in 2003, and every four (4) years thereafter, the two (2) candidates for Village Council who receive the highest number of votes shall be elected for four-year terms, while the candidate for Mayor who receives the highest number of votes shall be elected to the office of Mayor for a four-year term. At the regular municipal election to be held in 2005, and every four (4) years thereafter, the two (2) candidates for Village Council who receive the highest number of votes shall be elected for four-year terms.
   The Mayor has the right to vote on all matters before the Council. The Mayor has no right to break a tie vote in which he participated. (Ord. 95-17, passed 05-15-1995; Ord. 01-16, passed 08-28-2001)
