A. Any person denied a certificate of approval to construct an on-site disposal system for a single-family residential lot on the basis of inadequate lot size pursuant to Section 7.21.027 may appeal in accordance with Section 7.03.140, and request a hearing for a variance from the minimum lot size.
B. A variance may be granted if the hearing officer finds that an on-site disposal system and a replacement system which meets all other minimum design criteria can be installed on the lot.
