7.03.140   Appeals and hearing procedure.
   A.   Right of Appeal. Unless otherwise specified in this title, any person who has been adversely affected by the actions of the department may appeal that action by filing with the director a written request for appeal within thirty calendar days of the time the person is notified of the action. At the time the department notifies the person that he is taking action adverse to that person's interest, the department shall inform the person of the latter's right to appeal. Upon receiving a request for appeal, the director shall appoint an administrative law judge or a hearing officer to hold a hearing on the matter. Unless otherwise specified in this title, all hearings shall be conducted in accordance with ADEQ Rules of Procedure (A.A.C. R18-1-201 et seq.) and the Arizona Administrative Procedures Act (A.R.S. Section 41-1001 et seq.). If no appeal is filed, the department's action becomes final when the time for appeal has expired.
