(a) Any water line installer who submits an application for renewal of a license, together with a certificate showing that he or she has coverage for public liability insurance as set forth in Section 1052.02 shall be issued a license upon the payment of twenty-five dollars ($25.00), which license shall be valid for a period of twelve months.
(b) The failure of any person to renew a license within ten days after the expiration of the original license shall be reason for denying the issuance of a renewal license at the renewal fee, and the full fee as provided by Section 1052.03 shall be collected as if the applicant had never been licensed in the Municipality.
