(a) There is hereby levied upon all motor vehicles domiciled within the Municipality a tax pursuant to Ohio R.C. 4504.06, to commence with the first registration of motor vehicles after January 1, 1974, at the rate of ten dollars ($10.00) per motor vehicle.
(b) This tax shall be in addition to all taxes levied at the rate specified in Ohio R.C. 4503.04 and 4503.16, and shall be subject to the quarterly reduction in the manner provided in Ohio R.C. 4503.13 and to the exemptions provided by Ohio R.C. 4503.16, 4503.17 and 4503.171.
