Administrative Assistant
149.01   Established.

149.01   ESTABLISHED.
   The position of Administrative Assistant is hereby established.

149.02   APPOINTMENTS AND TENURE.
   (a)    The Administrative Assistant shall be appointed by a majority vote of the members of Council and he or she shall serve at the pleasure of the Mayor and Council. The Administrative Assistant shall serve as a probationary employee for the first six months of his or her appointment. He or she may be removed, without cause, by the Mayor upon the approval of the Council by a majority vote of its members, or a vote of at least five members of Council without the consent of the Mayor.
   (b)    The Council shall establish the compensation of the Administrative Assistant from time to time, including the granting of termination pay, if the Council determines it to be appropriate in its discretion.
   (c)    The person appointed as Administrative Assistant shall be a resident of the Village, unless the Council shall waive the residency requirement by a vote of a majority of its members.
   (d)    The person appointed as Administrative Assistant shall not hold any other elective public office or other public or private employment unless the other public or private employment is approved by a majority vote of the Council. He or she shall not serve as the Solicitor, Chief of Police or Chief of Fire. (Ord. 5-2003. Passed 1-23-03.)
149.03   DUTIES AND RESPONSIBILITIES.
   (a)    Under the supervision and control of the Mayor, the Administrative Assistant may be responsible for but not limited to the following duties and responsibilities:
      (1)    Direct or supervise the administration of all departments, offices, and agencies of the Village, except Law and Police.
      (2)    Attend all Council meetings (and executive sessions of same if requested by Council) and shall have the right to take part in discussions, but shall not vote.
      (3)    Ensure that all laws, motions, ordinances and resolutions of the Council, subject to enforcement by the Mayor (or by officers and officials) subject to his direction and supervision, are faithfully executed.
      (4)    Prepare and submit the annual budget, request, and capital program to the Council.
      (5)    Periodically submit to Council a complete report on the administrative activities of the Village.
      (6)    Make such other reports as the Council or Mayor may require concerning the operations of municipal departments, offices, boards, commissions and agencies.
      (7)    Keep Mayor and Council fully advised as to the operating condition and future operating and capital needs of the Village.
      (8)    Make recommendations to the Mayor and Council of any grants or funds, private, federal or state and apply for same after approval from the Mayor and Council, as applicable.
