(A) All streets shall be improved in accordance with the minimum standards as shown in Appendix A.
(B) Concrete curbs and gutters shall be constructed along the outside edges of all street pavements in accordance with village standards and specifications. Curbs and gutters shall be barrier type, IDOT Type B-6.12, with drive depressions for entrances and exits to all subdivisions and planned developments. Driveway and entrance approaches shall be made with a clean saw cut and a transition area from the curb to the approach. Any modification to a barrier curb for purposes of a driveway shall conform to IDOT Standard 606001 and IDOT-District 1 Detail BD02.
(C) Storm water inlets shall be provided within the roadway improvement at points specified or approved by the Village Engineer and Superintendent of Public Works.
(D) A paved access driveway from the street lot line to the street pavement shall be provided.
(E) Side strips shall be required on both sides of all streets. They shall be graded and sodded by the subdivider with at least four inches of top soil. Median strips shall be considered as side strips, unless paved.
(F) All streets within a subdivision or planned unit development shall be graded and improved with a durable hard surface roadway as follows: The base shall consist of ten inches (when fully compacted) Type B stone followed by one lift of 1½ inch bituminous concrete binder and one lift of 1½ inch bituminous concrete surface course.
(G) All streets in or bordering industrial or commercial areas shall be graded and improved with a durable hard surface as follows: The base course shall consist of eight inches of bituminous concrete plus a binder and wearing course of bituminous concrete with a thickness of three inches.
(H) Base course shall be laid on a stabilized sub-grade approved by the Department of Public Works.
(I) Before any paving work is commenced, all street grading shall be properly completed, as shown on grading plans. Street grades shall conform in general to the terrain and shall be not less than 0.4.% nor more than 6%. Street grades shall be such as to provide natural surface drainage of storm water regardless of the presence or absence of storm sewers. The intent is to avoid depressions or inverts that will flood in flash storms for which storm sewers are inadequate.
(J) Before the base course of the roadway pavement is laid, all of the underground work, such as sewer, water and gas mains, house service connections therewith and any underground conduits for electric and telephone lines, shall be complete and installed in place and approved.
(K) The surfacing of all streets shall conform to the State of Illinois, Department of Transportation, Standard Specifications for Road and Bridge Construction.
