(A) All streets shall be considered in their relation to existing and planned streets, topographical conditions, to public convenience and safety and in their relation to the proposed uses of the land to be served by such streets.
(B) Where such is not shown on the general development plan (land use plan) the arrangement of streets in a subdivision shall either:
(1) Provide for the continuation or appropriate projection of existing principal streets in surrounding area; or
(2) Conform to a plan for the area or neighborhood approved or adopted by the Plan Commission to meet a particular situation where topographical or other conditions make continuance or conformance to existing streets impracticable.
(C) Minor streets shall have limited continuity to serve the local needs of a neighborhood and there shall be a minimum number of intersections of minor streets with major streets.
(D) Where a subdivision abuts or contains an existing or proposed highway or major thoroughfare, as shown on the general development plan, the Plan Commission may require marginal access streets; double frontage with screen planting contained in a nonaccess reservation at least ten feet wide along the rear property line; deep lots with rear service alleys; or such other treatment as may be necessary for adequate protection of residential properties and to afford separation of through and local traffic.
(E) Where a subdivision borders upon or is traversed by a railroad or highway, the Plan Commission may require a street approximately parallel to and at a distance removed suitable for the appropriate use of the intervening land, such as for park purposes in residential districts, or for commercial or industrial purposes in appropriate districts.
(F) Reserve strips controlling access to public utilities, streets, or alleys shall be prohibited.
(G) All street intersections and confluences should encourage safe traffic flow.
(H) Street jogs with center line offsets of less than 125 feet shall be avoided.
(I) Tangents shall be introduced between reverse curves on all maps, collector marginal access and streets in business and industrial districts (see Appendix A table of minimum standards).
(J) When connecting street lines deflect from each other at any one point by more than ten degrees, they shall be connected by a curve with radius adequate to insure clear sight distance (see Appendix A table of minimum standards).
(K) Streets shall be laid out so as to intersect as nearly as possible at right angles, and no street shall intersect any other street at less than 60 degrees.
(L) Street right-of-way width shall be as specified in Appendix A table of minimum standards.
(M) Half-streets shall be prohibited except where the other half of the same street on abutting land is dedicated at the same time or prior to approval of the subdivision.
(N) The maximum length cul-de-sac shall be 500 feet measured along the center line from the intersection at origin through center of the circle to end of right-of-way. Each cul-de-sac shall have a terminus of nearly circular shape with a minimum diameter of 120 feet property line to property line and pavement inner diameter of not less than 90 feet at closed end. Where an existing street terminates at the boundary line of a proposed subdivision, either the street shall be continued in the street pattern of the proposed subdivision or a cul-de-sac shall be provided in the proposed subdivision.
(O) No street names may be used which will duplicate or be confused with the names of existing streets. Existing street names must be projected wherever possible. All street names to be subject to approval of the Village Board of Trustees.
(P) Street gradients and vertical curves shall be as specified in Appendix A table of minimum standards.
(Q) Street grades shall provide proper relation between the street and the first floor elevation of the houses or buildings and permit convenient and economical access to and drainage of the lots.
