There is hereby created a sidewalk utility fee for the purpose of providing funds for the construction, reconstruction, and maintenance of sidewalks within the public rights-of-way within the City of Payette. The Council hereby finds, determines and declares that the construction, reconstruction and maintenance of such sidewalks are necessary for the health, safety and welfare of the City and its inhabitants to be safeguarded.
