§ 80.03 EQUIPMENT REQUIRED.
   (A)   No person shall operate any neighborhood vehicle or UTV within the city unless such neighborhood vehicle meets or exceeds the equipment requirements set forth in ILCS Ch. 625, Act 5, § 11-1426.1(e) and must be equipped with seatbelts for the rear seats.
   (B)   No person shall operate any golf cart within the city unless such golf cart meets or exceeds the equipment requirements set forth in ILCS Ch. 625, Act 5, § 1 l-1428(e) and must be equipped with seat belts for the rear seats.

§ 80.04 REGULATIONS.
   Neighborhood vehicles, golf carts and UTVs may only be operated on city roadways within the city in accordance with the following regulations:
   (A) Any person who operates a neighborhood vehicle, golf cart or UTV must be at least 18 years of age and possess a valid driver's license to operate a motor vehicle issued by Illinois or any other state.
   (B)   All passengers must be seven years of age or older.
   (C)   The maximum occupancy of the golf carts traveling on city roadways will be one person per bucket seat or two people per bench seat.
   (D)   Every neighborhood vehicle, golf cart or UTV shall have its headlights and tail lamps lighted at all times when operated on city roadways.
   (E)   Any person operating or who is in actual physical control of a neighborhood vehicle, golf cart or UTV as described herein on a city roadway while under the influence of alcohol or drugs is subject to ILCS Ch. 625, Act 5, §§ 11-500 through 11-502.

§ 80.05 DESIGNATED AREAS AND TIMES AVAILABLE FOR USE.
   (A)   Neighborhood vehicles, golf carts and UTVs may only be operated on city roadways under the jurisdiction of the city, unless it meets an exception as provided herein.
   (B)   No person operating a neighborhood vehicle, golf cart or UTV shall make a direct crossing upon or across any highway under the jurisdiction of the State of Illinois or an interstate highway except at an intersection of the highway with another public street, road or highway.
   (C)   Neighborhood vehicles, golf carts and UTVs may not be operated on sidewalks within the city, other than parking areas.
   (D)   No person shall operate a neighborhood vehicle, golf cart or UTV when visibility is impaired by weather, smoke, fog of other conditions or at any time when there is insufficient light to clearly see persons and vehicles on a city roadway at a distance of 500 feet.

§ 80.06 UNATTENDED VEHICLES.
   It is unlawful for the owner or operator to leave or allow a neighborhood vehicle, golf cart or UTV to be or remain unattended on public property while the motor is running or with the keys for starting the vehicle left in the ignition.

§ 80.07 TRAFFIC REGULATIONS.
   (A)   Each person operating a neighborhood vehicle, golf cart or UTV shall strictly observe all traffic signs and signals and all other traffic rules and regulations applicable thereto and shall obey the orders and directions of any police officer of the city authorized to direct or regulate traffic.
   (B)   At no time may a person operating a neighborhood vehicle, golf cart or UTV exceed the speed limit of 25 miles per hour.

§ 80.99 PENALTY.
   (A)   Any person violating any provision of this chapter shall be fined not less than $15 nor more than $750 for each offense.
   (B)   Repeat offenders may have the privileges granted by this chapter revoked by the City Council upon the recommendation by the Police Department and/or the Mayor.
