(A) (1) Generally. Whoever violates any provision of this traffic code for which another penalty is not already otherwise provided by ordinance or by appropriate statutory penalty as generally set forth in ILCS Ch. 625, Act 5, §§ 16-101 et seq. shall, upon conviction, be subject to a fine of not less than $50 nor more than $750.
(2) School buses. In addition to the suspensions authorized by ILCS Ch. 625, Act 5, § 11-1414, any person convicted of meeting or overtaking a school bus shall be subject to a mandatory fine of $150 or, upon a second or subsequent violation, $500.

(3) Special speed limits. Except as provided in ILCS Ch. 625, Act 5, § 11-605(e-5), a person who violates special speed limits is guilty of a petty offense. Violations of such speed limits are punishable with a minimum fine of $150 for the first violation and a minimum fine of $300 for the second or subsequent violation.

(B) Parking violations. Any person accused of a violation of any provision of this traffic code prohibiting parking a vehicle in a designated area, or restricting the length of time a vehicle may be there parked, or parking in a metered area without putting a coin in the meter to cover the required time, may settle and compromise the claim against him or her for such illegal parking by paying to the city $3 for each such offense if paid within 5 days, or $10 if paid within 21 days. Such payment may be made at the police station, a receipt shall be issued for all money so received, and such money shall be promptly turned over to the City Treasurer to be credited to the General Fund. The members of the Police Department are authorized to refrain from instituting a prosecution for the alleged offense involved. This section shall not apply to persons parking a vehicle so as to obstruct the entrance or exit of any place where Police or Fire Department apparatus or other emergency equipment is kept or housed, or so as to block an emergency entrance in a hospital; nor shall this section apply to any person charged with parking a vehicle so as to entirely obstruct traffic in any street or alley, or parking in such a way as to reduce traffic on an arterial street to one-way traffic only; nor to any person who refuses to move a vehicle illegally parked at the request of any member of the Police Department.

(2) Pedestrians at crossings. A violation of a pedestrian of bridge and railroad signals shall result in a mandatory fine of $500 or 50 hours of community service.

(2) Provided, however, that the forgoing schedule of fines shall be applicable only if the person guilty of such violation shall, within 48 hours after such violation, deposit with the City Clerk the amount of the fine above specified for such violation. No summons or warrant shall be issued against such person if said sum be so deposited within said 48 hour period. If said sum is not so deposited within said 48 hour period, then a summons or warrant may be issued for any of said violations, and the amount of said fine shall be fixed by the court according to and within the limits of the provisions of this code.
