(A) The use of skates or skateboards or toy vehicles by any person shall be prohibited on any public sidewalk, except that skateboards, skates and toy vehicles shall be permitted on sidewalks in districts zoned as R1, R2 and R3 under the zoning ordinance of the city.
(B) Notwithstanding anything heretofore stated in division (A) of this section, the use of skates or skateboards or toy vehicles by any person shall be prohibited on any public sidewalk on Orleans Street between Market Street and Railroad Avenue in the city.
