GARBAGE AND SOLID WASTE: All nontoxic and nonhazardous waste, rubbish, papers, cinders, ashes, household hazardous wastes as defined by the environmental protection agency of the United States of America, debris from construction, remodeling, or lawn renovation, and building material waste, debris or scraps. Waste deposits by individuals or corporations whether the owners, occupiers or transients is prohibited:
It shall be unlawful for any individual or corporation to place, deposit, or permit to be deposited any garbage or solid waste in any unsanitary manner on public or private property within the city or in any area under the jurisdiction of the city in violation of the environmental protection agency rules and regulations and for nonhazardous waste under EPA in excess of two (2) weeks' temporary collection in self-contained, sanitary, rodentproof and flyproof containers. Compost piles for single-family use on the premises and not for any commercial use or purpose may be maintained for fertilization purposes and matter used for fertilization purposes only may be kept and used in such piles; provided that the same shall not constitute a nuisance.
