5-10-2: PROHIBITED SIGNS:
The following types of signs are expressly prohibited in all use districts, except as otherwise provided by this chapter:
   A.   Miscellaneous Banners And Posters: Banners, yard sale signs or advertisements, portable temporary signs, or posters which are visible from a public right of way and are tacked, nailed, pasted, posted, painted, chained or attached in any way to any curb, telephone pole, newspaper or similar stand, mailbox, traffic sign, bus bench (except as hereafter specifically allowed), electric light or power pole, traffic signal pole, wall, fence, post, fire hydrant, or tree.
   B.   Off Premises Advertising Signs (Billboards): Permits for new billboards, whether poster panels or painted bulletins, proposed to be emplaced after the effective date hereof shall not be allowed. Such signs already located within city limits prior to the effective date hereof or subsequently annexed into the city after the effective date hereof may be relocated to new sites within city limits. For purposes of this chapter, a "billboard" is any sign of thirty two (32) square feet or larger that does or may refer to persons, goods, services, businesses or other messages not associated with the parcel where the sign is located.
In order to relocate a billboard within the city, application shall first be made to the planning and zoning division. A relocated billboard must meet/comply with requirements listed in section 5-10-5, "Signs By Use Districts", of this chapter (except as hereafter noted) as well as subsection 5-10-6B, "Off Premises Billboard Type Signs", of this chapter in order to be allowed. If the sign is deemed to meet applicable codes the city shall permit the sign.
   C.   Hazardous Or Unsafe Signs: Any sign that, in the reasonable opinion of the building official, planning director, engineer or police officer, creates a hazard to vehicular or pedestrian traffic or a hazard to the public in general.
   D.   Abandoned Signs: Signs located on property which becomes vacant and unoccupied for a period of thirty (30) days or more, or any sign which pertains to a time, event or purpose which no longer applies. (Ord. 527, 3-14-2005)
