(a) No person shall stand or park a vehicle upon any street, highway or roadway for the principal purpose of:
(1) Displaying it or any article for sale; or
(2) Washing, greasing or repairing a vehicle, except repairs necessitated by an emergency.
(b) No person shall operate or park a vehicle on any street, highway or roadway for the primary purpose of advertising.
