It shall be unlawful for a motor vehicle to cross the stop line at a system location when the traffic controls signal for that motor vehicle's direction of travel is emitting a steady red light. The registered owner of the motor vehicle and/or designated party shall be responsible for a violation under this section, except when the registered owner and/or designated party can provide evidence that the motor vehicle was in the care, custody, and control of another person at the time of the violation, as described in Section 315.05.
