(a) The Director of Public Safety is hereby authorized and instructed to cause signs prohibiting right turns on red at all times at every intersection determined to be necessary for the safe passage of vehicular traffic on the streets of the City and/or necessary for the safety of the public at large.
(b) The Director is hereby authorized and instructed to cause signs prohibiting right turns on red between the hours of 7:30 a.m. and 4:00 p.m., Monday through Friday, to be erected at every intersection determined to be used by a substantial number of school children and to be a hazard to such school children.
(c) The Director shall file with the Clerk of Council and the Department of Law a list of every intersection where signs are posted prohibiting right turns on red.
