311.10   CONSTRUCTION IN STREETS; FLAGMAN REQUIRED.
   (a)   At all places where construction work of any nature whatsoever is being done within the dedicated right-of-way of streets, roads and highways within the City, the person performing such work shall have present at the work site a flagman, whose full responsibility shall be to direct and warn vehicular traffic and other users of the highway of the conditions then existing, so as to avoid accidents or injury to persons or property. The flagman shall have a red flag signaling device, not less than 12 inches square, mounted on a holding bar from which the red flag will drape or fall so as to be clearly visible. When required by the Director of Public Safety, the flagman shall be on the job site at all times during which work is actually being performed.
   (b)   Whoever violates this section is guilty of a misdemeanor of the third degree.
