All boards and commissions created by the City Charter and acting within and for the Municipality by virtue of the City Charter shall elect a chairman. He shall be directly responsible to the Mayor and Council during the period of his chairmanship for the proper conduct of the committee, the prompt consideration and disposition of its business and for periodic reports of the same to the Mayor and Council if and when they request reports.
