142.02   DUTIES.
   The Director of Administration, Personnel and Intergovernmental Relations shall manage, supervise and be responsible for the administrative procedures in all departments of the City and shall serve as Administrative Assistant to the Mayor. He shall also manage and supervise all labor relations with City employees and shall set the standards of employment. He shall manage and supervise intergovernmental relations with the United States, the State and all political subdivisions thereof, including, but not limited to, the County, regional authorities and other municipalities.
